The film stars Bill Paxton as Dale "Hurricane" Dixon, a small-town police chief; Cynda Williams as Lila "Fantasia" Walker; Billy Bob Thornton as Ray Malcolm; and Michael Beach as Lenny "Pluto" Franklin. The story begins with three criminals—Ray, his girlfriend Fantasia, and the intelligent Pluto—committing a series of brutal murders in Los Angeles in pursuit of money and cocaine. They then travel to Houston and eventually to Star City, Arkansas, to hide. Los Angeles detectives Dud Cole and John McFeely contact local sheriff Dale Dixon, who eagerly takes on the case, seeing it as an opportunity for real police work. As the investigation unfolds, it becomes apparent that Dale has a personal connection to Fantasia, adding complexity to the case. The film delves into themes of violence, racial and social disparities, and the moral dilemmas faced by the characters.
