The 1991 American action film directed by Kathryn Bigelow follows young FBI Academy graduate Johnny Utah (Keanu Reeves), who is assigned to Los Angeles. The FBI is investigating a series of daring bank robberies committed by a gang known as the "Ex-Presidents" due to their use of masks depicting former U.S. presidents. Veteran agent Angelo Pappas (Gary Busey) believes the criminals are connected to surfing. To verify this theory, Johnny begins learning to surf and meets Tyler (Lori Petty), who teaches him and introduces him to a group of surfers led by the charismatic Bodhi (Patrick Swayze). Johnny becomes immersed in Bodhi's philosophy of freedom and extreme pursuits but soon starts suspecting him of involvement in the robberies. Tension escalates as Johnny faces a choice between his duty to the FBI and his new friends. The film explores themes of loyalty, morality, and the quest for adrenaline, combining dynamic scenes of surfing, chases, and deep personal conflicts.
